Protais Mpiranya

Mpiranya was a member of the Presidential Guard who allegedly led the sexual assault and murder of Prime Minister Agathe Uwilingiyimana, and killed the 10 Belgian peacekeepers guarding her. He is thought to be in the Democratic Republic of the Congo.
